More Than $6.4 Billion In US Pandemic Aid Sent Abroad, Including China

Some 2,000 foreign contractors and nonprofits in 177 countries received more than $6.4 billion in United States’ federal pandemic response assistance between the spring of 2020 and the fall of 2021, according to a report by the U.S. Office of Inspector General’s (OIG) Pandemic Response Accountability Committee (PRAC).

Most of the “prime recipients” are based in the United States and distributed the funds overseas. The $6.4 billion in foreign payments came from two pandemic relief packages passed by Congress in March 2020 and March 2021 totaling $4.1 trillion.

Those prime recipients include federal agencies, including the departments of Defense, Homeland Security and Health & Human Services, the U.S. Agency for International Development (USAID), and nonprofits, such as North Carolina-based Family Health International and Boston-based JSI Research & Training Institute.

Collectively between spring 2020 and Sept. 30, 2021, these federal agencies and nonprofits have approved more than 4,000 contracts and issued 1,000 grants from pandemic relief funds to “sub-recipients” across the globe, including foreign contractors that provide services for the U.S. government and international development and health care organizations.

The largest single international prime recipient is the United Nations, which received $831.4 million in direct pandemic funding, according to the report.

The United Nations, the Global Fund to Fight AIDS, Tuberculosis and Malaria, and the U.N.’s High Commissioner for Refugees received 43 percent of U.S. pandemic relief funding spent overseas, according to the report.

The other top nine prime recipients which spend the relief funds overseas included were: UNICEF ($224 million); FHI ($99.945 million); General Dynamics Global Force LLC ($96.5 million); United Kingdom-based Acrow Global Ltd. ($83.5 million); International Red Cross/Red Crescent ($73.667 million); International Organization for Migration ($68.242 million); JSI ($64.32 million); the African Field Epidemiology Network ($62.5 million) and “miscellaneous foreign contractors” ($366.5 million).

About $2.132 billion of the $6.4 billion in internationally distributed U.S. pandemic relief funds was deposited and distributed through banks in Switzerland because many international nonprofits and organizations are headquartered in Geneva.

According to PRAC, those Geneva-based recipients include $1.5 billion for the Global Fund to Fight AIDS, Tuberculosis and Malaria; $401 million for the U.N. High Commission; $87.856 million for the International Organization for Migration; $78.688 million for the World Health Organization; and $61.4 million for Le Comite International de La Croix-Rouge (Red Cross).

The recipient mix varies from nation to nation. For instance, sub-recipients in Kuwait received the second-highest allocation by nation after Switzerland, $411 million, with most providing services for U.S. information technology and defense contractors, such as Colorado-based Vectrus Systems Corp., which distributed $339 million in pandemic relief funds on contractors and organizations in Kuwait.

The pandemic relief funds that went to non-domestic recipients are in addition, or supplementary, to existing U.S. foreign aid programs, which totaled $51 billion in aid obligations to 11,000 recipients across the globe in 2020.

In 2021, while pandemic relief funds were distributed through USAID, its direct allocation actually declined to $36 billion, which was committed to 8,000 “activities” in 181 countries.

Since spring 2020, USAID maintains it has supported “more than 120 countries in their fight to contain and combat the virus” by providing $5.7 billion for vaccinations, including $700 million to strengthen vaccination programs and to purchase 1 billion Pfizer vaccines for distributions around the world.

During fiscal year 2022, USAID reports it had $4.7 billion “obligated”—$502 million in contracts, $4.2 million in grants—and dispersed $3.1 billion in 781 pandemic relief awards to 287 recipients, including many in Africa.

Phone calls and emails left with officials listed as USAID media contacts did not to elicit a response over a two-week period.

PRAC was created within the OIG’s independent Council of the Inspectors General on Integrity & Efficiency (CIGIE) in spring 2020 to track the $2.2 trillion in CARES Act allocations to state and local governments, nonprofits, contractors, and individuals.

With the subsequent adoption of additional federal COVID-19 relief and stimulus packages, including the March 2021 American Rescue Plan Act, PRAC’s 22 inspector generals are now tracking more than $5 trillion in federal pandemic allocations and documenting what is reported by “prime recipients” on its webpage that is accessible to the public on the committee’s website.

But accessibility and transparency doesn’t always translate into comprehensive accounting; there are 21 million “rows” of data on one of PRAC’s dashboards.

OpenTheBooks.com founder Adam Andrzejewski told Epoch Times that while doing a “deep dive” August analysis of the $282.6 billion the U.S. distributed in foreign aid between 2013-18, researchers found discrepancies between the numbers posted by PRAC, USAID, the Department of Treasury, the Congressional Budget Office, the Office of Management and Budget, and the Congressional Research Service.

Many of the discrepancies across the varied tracking and oversight programs are related to specific agency reporting requirements, the type of recipients they deal with, and can mix in assorted federal allocations from different times and programs that are not related to the COVID-19 response.

The bottom line, Andrzejewski said, is it can be daunting to find the bottom line when there are nearly as many haystacks as needles.

“It takes hard work” to ferret through and comprehend the data, he said. “They don’t make it easy.”

According to the Treasury, in 2020 Congress appropriated $3.8 billion for international COVID-19 relief efforts and by April 2021, had added another $10.8 billion in COVID-19 foreign-aid funding, totaling $14.6 billion.

OpenTheBooks maintains the $6.4 billion figure cited by PRAC, and even the $14,6 billion cited by Treasury, does not include all foreign-related COVID-19 spending, such as allocations for the U.S. Health & Human Services global vaccine program, the $9.6 billion in “total COVID-19 budgetary resources” earmarked for USAID, or the American subsidiaries of foreign companies,

According to OpenTheBooks.com, that includes 125 Chinese firms—with “strong ties to the Communist Chinese Party (CCP)”—that received forgivable loans from the $660 billion Paycheck Protection Program (PPP) in 2020, which is also not included in the foreign aid outlays.

PRAC’s Award Details Report lists 27 allocations totaling $14.539 million in pandemic assistance on its webpage to contractors in China through U.S.-based organizations and businesses with the largest —$5.18 million—allocated by DHS to U.S. Tactical Supply, Inc., based in Post Falls, Idaho.

According to USASpending, the May 18, 2020 allocation was for U.S. Tactical Supply’s procurement of 5.396 million face masks made in China.

FHI of Durham, N.C., distributed $99.945 million and the JSI Research & Training Institute, based in Boston, dispersed $64.32 million to contractors and organizations overseas.

Both are public health management consulting and research organizations that provide technical and managerial assistance to public health programs worldwide in tandem with contributions from the International Monetary Fund (IMF), the European Union, European Investment Bank, and corporate donors.

FHI fields a staff of 4,000 across the U.S. and in more than 60 countries. JSI Research & Training Institute, a nonprofit subsidiary of John Snow International, has 135 staff members engaged in 75 projects in 40 countries, seven technical core competency centers and corporate services teams.

Officials at JSI did not respond to repeated emails and phone calls. An FHI representative who requested not to be cited for attribution explained COVID-19 assistance was “channeled” by U.S.-based nonprofits to international groups and contractors using existing “contracting vehicles” and “funding mechanisms” established through the Epidemic Control (EpiC) project funded by the Emergency Plan for AIDS Relief (PEPFAR).

When COVID hit, (the federal government) used a lot of nonprofits” like FHI and JSI because “they were experienced and they had the pipelines in place” to support COVID-19 response in countries “where we’re already working,” she said, providing a fact sheet outlining how FHI allocated pandemic relief money by modifying EpiC in early 2020 to respond to COVID-19 and to bolster health systems to address the pandemic.

CCP-Linked Virologist Fired After Transferring Ebola From Winnipeg To Wuhan Resurfaces In China - And Is Collaborating With Military Scientists

A virologist who had a "clandestine relationship" with Chinese agents and was subsequently fired by the Trudeau government has popped back up in China - where she's conducting research with Chinese military scientists and other virology researchers, including at the Wuhan Institute of Virology, where she's allegedly studying antibodies for coronavirus, as well as the deadly Ebola and Niaph viruses, the Globe and Mail reports.

Xiangguo Qiu and her husband Keding Cheng were fired from the National Microbiology Laboratory in Winnipeg, Canada and stripped of their security clearances in July of 2019.

Declassified documents tabled in the House of Commons on Feb. 28 show the couple had provided confidential scientific information to China and posed a credible security threat to the country, according to the Canadian Security Intelligence Service.

The Globe found that Dr. Qiu’s name appears on four Chinese patent filings since 2020, two with the Wuhan Institute of Virology whose work on bat coronaviruses has placed it at the centre of concerns that it played a role in the spread of COVID-19 – and two with the University of Science and Technology of China, or USTC. The patents relate to antibodies against Nipah virus and work related to nanobodies, including against coronaviruses. -Globe and Mail

Canadian authorities began questioning the pair's loyalty, as well as the potential for coercion or exploitation by a foreign entity, according to more than 600 pages of documents reported by The Counter Signal.

Highlights (via CTVNews.ca):

  • Qiu and Cheng were escorted out of Winnipeg's National Microbiology Laboratory in July 2019 and subsequently fired in January 2021.
  • The pair transferred deadly Ebola and Henipah viruses to China's Wuhan Institute of Virology in March 2019.
  • The Canadian Security Intelligence Service assessed that Qiu repeatedly lied about the extent of her work with institutions of the Chinese government and refused to admit involvement in various Chinese programs, even when evidence was presented to her.
  • [D]espite being given every opportunity in her interviews to describe her association with Chinese entities, "Ms. Qiu continued to make blanket denials, feign ignorance or tell outright lies."
  • A November 2020 Public Health Agency of Canada report on Qiu says investigators "weighed the adverse information and are in agreement with the CSIS assessment."
  • A Public Health Agency report on Cheng's activities says he allowed restricted visitors to work in laboratories unescorted and on at least two occasions did not prevent the unauthorized removal of laboratory materials.
  • Cheng was not forthcoming about his activities and collaborations with people from government agencies "of another country, namely members of the People's Republic of China."

Following their firings, Qiu returned to China despite it being under a pandemic travel lockdown until January, 2023.

"It’s very likely that she received quite preferential treatment in China on the basis that she’s proven herself. She’s done a very good job for the government of China," said Brendan Walker-Munro, senior research fellow at Australia’s University of Queensland Law School. "She’s promoted their interests abroad. She’s returned information that is credibly useful to China and to its ongoing research."

Documents reviewed by The Globe show that Dr. Qiu is most closely aligned with the University of Science and Technology of China (USTC) in Hefei. In March, 2023, a document posted by a Chinese pharmaceutical company listed Dr. Qiu as second amongst “major completion personnel” on a project awarded by the Chinese Preventive Medicine Association for study related to an anti-Ebola virus therapeutic antibody. Most of the other completion personnel were associated with the Chinese People’s Liberation Army.

USTC was founded by the Chinese Academy of Sciences and initially established to build up Chinese scientific expertise useful to the military, which at the time was pursuing technology to build satellites, intercontinental ballistic missiles and atomic bombs. The university has continued to maintain close military ties.

The document says Dr. Qiu works for USTC. Jin Tengchuan, the principal investigator at the Laboratory of Structural Immunology at USTC, lists her as a co-inventor on a patent. Mr. Jin did not respond to requests for comment.

A person who answered the phone at USTC told The Globe, “I don’t have any information about this teacher.”

In 2012, USTC signed a strategic co-operation agreement with the Army Engineering University of the People’s Liberation Army, designed to strengthen research on cutting-edge technology useful for communications, weaponry and other national-defence priorities.

Dr. Qiu is also listed as a 2019 doctoral supervisor for students studying virology at Hebei Medical University.

Well, that makes me wonder what circumstances she was under when she emigrated to Canada. Why did she come?” asked Earl Brown, a professor emeritus of biochemistry, microbiology and immunology at the University of Ottawa’s faculty of medicine who has worked extensively in China in the past. “People leave for more freedom from China, or to make more money. But China keeps tabs on most people so I am not sure if she came over to infiltrate or whether she came and the infiltration happened later through contact with China.”

It may be impossible to answer that question. Three former colleagues at the National Microbiolgy Lab have indicated that Dr. Qiu and her husband were diligent and pleasant to deal with, but largely kept to themselves outside of work. They say Dr. Qiu was a brilliant scientist with a strong work ethic, although her English was weak. The Globe is not identifying the three who did not want to be named.

Dr. Qiu is a medical doctor from Tianjin, China, who came to Canada for graduate studies in 1996. She started at the University of Manitoba, but began working at the national lab as a research scientist in 2006, working her way up to become head of the vaccine development and antiviral therapies section in the National Microbiology Laboratory’s special pathogens program.

She was also part of the team that helped develop ZMapp, a treatment for the deadly Ebola virus, which killed more than 11,000 people in West Africa between 2014 and 2016.

“My sense is this was part of a larger strategy by China to get access to our innovation system,” said Filippa Lentzos, an associate professor of science and international security at King’s College London. “It was a way for them to to find out what was going on in Canada’s premier lab.”

Initially trained as a medical doctor, Dr. Qiu graduated in 1985 from Hebei University in the coastal city of Tianjin, which lies southeast of Beijing. Dr. Qiu went on to obtain her master of science degree in immunology at Tianjin Medical University in 1990.

Her career at Canada’s top infectious disease lab in Winnipeg began in 2003, only four years after Ottawa opened this biosafety level 4 facility at the Canadian Science Centre for Human and Animal Health.

Over time, she built up a reputation for academic collaboration, particularly with China. It was welcomed by management who felt her work was helping build a name internationally for the National Microbiology Lab.

By the time Canadian officials intervened in 2018 and began investigating, documents show, Dr. Qiu was running 44 separate projects at the Winnipeg lab, an uncommonly large workload.

Her work with former colleague and microbiologist Gary Kobinger vaulted Dr. Qiu into the international spotlight. The pair developed a treatment for Ebola, one that in its first human application led to the full recovery of 27 patients with the infection during a 2014 outbreak in Liberia.

Mr. Kobinger’s career continued to soar and he is now director of the Galveston National Laboratory, a renowned biosafety level 4 facility in Texas. In 2022, he told The Globe that it was “heartbreaking” to see what had happened to his colleague. He declined to speak for this article.

“She had lost a lot of weight with all the stress. She was so convinced that this was all a misunderstanding … and she would go back to her job,” he said in 2022. “ Her career has been destroyed with all this. She was one of the top female Canadian scientists of virology and Canada has lost that.”

Over a period of 13 months, though, the Chinese-Canadian microbiologist and her biologist husband’s lives were turned upside down.

She went from being feted at Ottawa’s Rideau Hall with a Governor-General’s Award in May, 2018, to being locked out of the Winnipeg lab in July, 2019 – the high-security facility where she had made her name as a scientist in Canada. By January, 2021, she and Mr. Cheng were fired.

Last month, after being pressed into explaining what happened, the Canadian government finally disclosed the reasons for this extraordinary dismissal: CSIS found the pair had lied about and hid their co-operation with China from Ottawa.

A big question remains following their departure: Why would Dr. Qiu risk her career, including the stature associated with developing an Ebola treatment, for China?

You can now enter this country without a passport

Singapore has been on a larger push to speed up the flow of tourists with digital immigration clearance.

In the fall of 2023, the city-state of Singapore announced that it was working on end-to-end biometrics that would allow travelers passing through its Changi Airport to check into flights, drop off bags and even leave and exit the country without a passport.

The latter is the most technologically advanced step of them all because not all countries issue passports with the same biometrics while immigration laws leave fewer room for mistakes about who enters the country.

That said, Singapore is one step closer to instituting passport-free travel by testing it at its land border with Malaysia. The two countries have two border checkpoints, Woodlands and Tuas, and as of March 20 those entering in Singapore by car are able to show a QR code that they generate through the government’s MyICA app instead of the passport.

Here is who is now able to enter Singapore passport-free

The latter will be available to citizens of Singapore, permanent residents and tourists who have already entered the country once with their current passport. The government app pulls data from one's passport and shows the border officer the conditions of one's entry clearance already recorded in the system.

More Travel:

While not truly passport-free since tourists still need to link a valid passport to an online system, the move is the first step in Singapore's larger push to get rid of physical passports.

"The QR code initiative allows travellers to enjoy a faster and more convenient experience, with estimated time savings of around 20 seconds for cars with four travellers, to approximately one minute for cars with 10 travellers," Singapore's Immigration and Checkpoints Authority wrote in a press release announcing the new feature. "Overall waiting time can be reduced by more than 30% if most car travellers use QR code for clearance."

More countries are looking at passport-free travel but it will take years to implement

The land crossings between Singapore and Malaysia can get very busy — government numbers show that a new post-pandemic record of 495,000 people crossed Woodlands and Tuas on the weekend of March 8 (the day before Singapore's holiday weekend.)

Even once Singapore implements fully digital clearance at all of its crossings, the change will in no way affect immigration rules since it's only a way of transferring the status afforded by one's nationality into a digital system (those who need a visa to enter Singapore will still need to apply for one at a consulate before the trip.) More countries are in the process of moving toward similar systems but due to the varying availability of necessary technology and the types of passports issued by different countries, the prospect of agent-free crossings is still many years away.

In the U.S., Chicago's O'Hare International Airport was chosen to take part in a pilot program in which low-risk travelers with TSA PreCheck can check into their flight and pass security on domestic flights without showing ID. The UK has also been testing similar digital crossings for British and EU citizens but no similar push for international travelers is currently being planned in the U.S.

In November 2023 Alex Gutentag and I reported on the Virality Project’s internal content-flagging system, as released by the US House Committee on the Weaponization of the Federal Government.

Initiated by the Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA) and led by the Stanford Internet Observatory (SIO), the Virality Project sought to censor those who questioned government Covid-19 policies. The Virality Project primarily focused on so-called “anti-vaccine” “misinformation;” however, my Twitter Files investigations with Matt Taibbi revealed this included “true stories of vaccine side effects.”

A further review of the content flagged by the Virality Project demonstrates how they pushed social media platforms to censor such “true stories.” This was often done incompetently and without even a cursory investigation of the original sources. In one instance, the Virality Project reporters told platforms that reports of a child injured in a vaccine trial were “false” due to the timing; citing the dates of a Moderna trial when in fact the child had been in a Pfizer trial.

Trigger-happy researchers-turned-activists at the Virality Project went further, alerting their Big Tech partners (including Facebook, Twitter, Instagram, and TikTok) of protests, jokes, and general dissent.

Led by former CIA fellow Renee DiResta, the Virality Project functioned as an intermediary for government censorship. Ties between the US government and the academic research center were extremely close. DHS had “fellows” embedded at the Stanford Internet Observatory, while SIO had interns embedded at CISA, and former DHS staff contributed to the Virality Project’s final report.

The Virality Project also had contact with the White House and the Office of the Surgeon General, described the CDC as a “partner” in its design documents, and the California Department of Public Health had a login to access the Jira content flagging system, as did CISA personnel.

Kris Krebs and Alex Stamos – former directors of CISA and SIO, respectively – became business partners soon after leaving their positions.

Norwood v. Harrison established that the government “may not induce, encourage or promote private persons to accomplish what it is constitutionally forbidden to accomplish.” Stamos knew this too and put it simply; the government “lacked the legal authorisation” and so they built a consortium to “fill the gap of the things the government could not do themselves.”

Judicial precedents regarding “joint participation” and “pervasive entwinement” between public and private entities make clear that the government cannot outsource to third parties like the Virality Project actions that would be illegal for the government itself to do.

The Virality Project had several unnamed partners that appear in the content-flagging system, including billion-dollar military contractor MITRE and a communications consultancy linked to the Democratic Party, Hattaway. Founder Doug Hattaway was an “advisor and spokesperson for Secretary of State Hillary Clinton, Vice President Al Gore, and Senate Majority Leader Tom Daschle, and provided strategic counsel to the Obama White House and the Democratic leadership of the US House and Senate.” Like the Virality Project, Hattaway worked with the Rockefeller Foundation during the pandemic on issues of disinformation.

The Virality Project does not declare any relationship with MITRE or Hattaway despite providing them access to their Jira system.

The Virality Project was partly funded by the Omidyar Network, which provided $400,000 to VP partner and Pentagon consultant Graphika. Much of the Virality Project’s funding however is unknown and is also not declared on their website.

This and much more have led five plaintiffs, including Harvard and Stanford professors, to accuse the US government of violations of the First Amendment with the Virality Project as one of the key proxies. On March 18, their case will be heard by the US Supreme Court.

The Virality Project and Murthy v. Missouri

The Murthy vs Missouri plaintiffs allege that, “CISA launched a colossal mass surveillance and mass-censorship project calling itself the “Election Integrity Partnership” (and later, the “Virality Project”). The Election Integrity Project (EIP) “monitored 859 million posts on Twitter alone.” 

The Virality Project used the same Jira system as EIP for flagging content and included the same core public partners: SIO, the University of Washington Center for an Informed Public, the Atlantic Council’s Digital Forensic Research Lab, and Graphika, with the addition of NYU and the congressionally chartered National Conference on Citizenship.

The Virality Project had extensive contact not only with CISA but also with the White House and the Surgeon General. White House representatives sent direct censorship requests to Twitter including, “Hey folks – Wanted to flag the below tweet and am wondering if we can get moving on the process for having it removed ASAP.” And the more threatening:

 “Are you guys fucking serious? I want an answer on what happened here and I want it today.”

Flaherty also conveyed that his communications came with the backing of the very top echelons of the administration: “This is a concern that is shared at the highest (and I mean highest) levels of the WH.”

The Virality Project hosted a launch with the US Surgeon General Vivek Murthy as part of the Surgeon General’s campaign against “misinformation.” In the presentation, Renee DiResta also introduced Matt Masterson, former senior adviser at DHS, and now a “non-resident policy fellow” at SIO.

Murthy ends the presentation by telling Renee, “I just want to say thank you to you, for everything you have done, for being such a great partner.”

At that same time the White House, OSG, and others were on the warpath, claiming social media platforms were “killing people” for allowing so-called “misinformation” to circulate.

With access to the White House, the Surgeon General, CDC, DHS, and CISA, along with top-level relationships with almost every major Western social media platform, the Virality Project was a key, if not the key, coordinating node for Covid-related censorship on the Internet. 

The Content-Flagging System

When the Virality Project said it considered, “true stories of vaccine side effects” to be “misinformation,” it wasn’t joking, and it flagged content to its Big Tech partners accordingly. 

Perhaps the most egregious was that of Maddie de Garay. Maddie and her siblings were enrolled in the Pfizer vaccine trial at the Cincinnati Children’s Hospital. She was later unblinded and confirmed as being in the vaccine and not the placebo group. 

Within 24 hours of her second shot in January 2021, Maddie developed a host of symptoms, including “severe abdominal pain, painful electric shocks on her spine and neck, swollen extremities, ice cold hands, and feet, chest pain, tachycardia, pins and needles in her feet that eventually led to the loss of feeling from her waist down.” To this day Maddie continues to suffer from a lack of feeling in her lower legs, difficulty eating, poor eyesight, and fatigue among other persisting symptoms.

Virality Project staff logged a Jira ticket titled “Maddie’s Story: False claim that 12-year-old was hospitalized due to vaccine trial” and provided extensive documentation of offending “engagement” on social media, including the micro-policing of content citing Maddie’s story with just two likes and two shares.

Much doubt has been cast on the veracity of Maddie’s injuries. Maddie’s mother, Stephanie de Garay, provided me with several doctor’s letters that confirm the link, including that of the emergency room doctor who discharged her on her initial visit. Their diagnosis was “Adverse effect of the vaccine.” Stephanie de Garay also testified under oath in front of the US Congress in November of 2023 regarding her daughter’s experience.

Most egregiously, the idea that the story was “false”rested on the claim that Maddie was in a Moderna trial. But she was in a Pfizer trial, as stated in the posts the Virality Project collected and linked to in the very same ticket.

“Dear Platform Partners,” the reporter writes as they bring the posts to the attention of Google, Facebook, Twitter, TikTok, Medium, Pinterest, and the aforementioned Hattaway Communications:

…very likely false due to issues in timing. The Moderna trial in children [began on March 16], when the participants received their first doses. However, the video claims that Maddie has an MRI scheduled for 03/16, and that these symptoms have been occurring for 1.5 months. Thus, Maddie would have had to have received the second dose of the vaccine during/before February, which is at least a month before the Moderna trials began.

“Ack – thanks for raising!” replies a platform representative. 

Not only are our self-appointed censorship overlords micro-managers, they are often incompetent. 

The posts were flagged “General: Anti-Vaccination” despite the de Garays volunteering their three children for the vaccine trial.

Some content flagged in the report remained up, and others were taken down. A video of Stephanie de Garay’s testimony was removed from Twitter. Whether or not this was specifically taken down due to the Virality Project report cannot be ascertained, but their intent was clear.

In another instance, the Virality Project wanted people circulating a mainstream media report censored:

“Platforms, this unconfirmed story of a healthy youth athlete who was hospitalized after being vaccinated continues to be used by anti-vaccine activists to spread misinformation about vaccines.”

“ack, thanks” responded a platform representative. 

Even a report by an ABC news affiliate, one of the biggest media conglomerates in the United States, fell into the category of “General: anti-vaccination” and “Misleading Headline.”

The main link provided, to a YouTube video, was removed. 

The Jira system was set up to track the actions the Big Tech partners took, as illustrated below:

The content was flagged to get platforms to take action.

“Hello Google team – sending this over as our analysts noticed that a google ad on a politico article this morning was peddling the antivax claims from the medical racism video you were monitoring. Is this against your policies?”

“Thanks for flagging – ack and sending for review.”

“Thanks for the heads up – we’re on it”

“Thanks for sharing! Our team is now tracking this.”

And follow-ups from the Virality Project team:

“Were the ads supposed to have been taken down? Just flagging for you, I just checked now and I’m still seeing another medical racism ad.”

Platforms were apologetic when they didn’t get to Virality Project’s flags quickly enough:

“With apologies for the delayed response (was in meetings) – we took action earlier in the afternoon, thanks again for the flags.”

This of course built on the Election Integrity Partnership’s more flagrant “recommendations,” which included

“We recommend that you all flag as false, or remove the posts below.”

“Hi Facebook, Reddit, and Twitter…we recommend it be removed from your platforms.”

And many more.

The Virality Project was a strategic intermediary between the US government and major social media platforms. As Murthy v. Missouri shows, in many cases the government dispensed even with their chosen intermediary and directly demanded censorship.

With their vast resources, why did Google, Facebook, and Twitter even need an external consortium to flag “misinformation?” The answer of course is they didn’t, the government did. Much like SIO Director Alex Stamos so helpfully reminded us, First Amendment jurisprudence states that the government “may not induce, encourage or promote private persons to accomplish what it is constitutionally forbidden to accomplish.”

The First Amendment protects false speech. There is a cost to false claims, but the cost of censoring true claims is much higher. The alternative is a society where the truth is suppressed and powerful actors become even more unaccountable. The government cannot be made an arbiter of what is true.

In this inverted world, the role of academia and civil society isn’t to harness the internet to better pick up safety signals related to corporate products, it is to shield corporations from public scrutiny. In times gone by such ethical violations would see institutions shut down, but the Stanford Internet Observatory and their consortium partners continue with hardly a dent.

Dr. Aaron Kheriaty is a Murthy v. Missouri plaintiff and was the Director of the Medical Ethics Program at the University of California Irvine before he was fired for challenging the university’s vaccine mandate. Asked for his reaction to this censorship he responded: 

While causation in medicine is sometimes difficult to establish, and different evaluating physicians may reach divergent conclusions about a particular case, the Virality Project’s censors (who lacked even basic medical expertise) arrogated to themselves the authority to make veracity judgments about particular medical cases–even overriding the judgments of evaluating physicians. Such censorship is completely antithetical to medical and scientific progress, which relies upon free inquiry and open, public debate.

Much of what the Virality Project flagged was plausible; however, their internet hall monitors, who likely lacked even first aid certificates, deemed themselves arbiters of the truth, and coupled their arrogance with a complimentary laziness and incompetence.

The veracity of the content was of course always irrelevant to the Virality Project, given they considered “true stories” to be “misinformation.”

All told the DHS, CISA, the White House, the Surgeon General, a DNC-aligned communications agency, military contractors, academics, NGOs, and more combined to suppress the stories of real people, including children, who were plausibly injured by the vaccine. They sought to hide it not because it might be false, but precisely because it might be true.
